Whalley Land Use Plans

City Centre

Surrey City Centre is evolving from a suburban town center into a walkable, transit-oriented downtown south of the Fraser River. In 2017, the City Centre Plan was approved by Council to guide this transformation.

Scott Road

In April 2022, Council endorsed Corporate Report R071, allowing staff to plan the Scott Road Corridor. The Plan will define land uses, propose infrastructure improvements, and secure amenities like parks. Detailed land use plans may be identified.

South Westminster

South Westminster, an industrial zone along the Fraser River, spans from Scott Road SkyTrain Station to Surrey Fraser Docks. It features the port and industrial lands, transitioning to business parks and mixed-use areas northward around the SkyTrain station. 

Cloverdale Land Use Plans

Aloha Estates

Aloha Estates, a small neighborhood in East Clayton, was initially excluded from the broader East Clayton NCP. In 2013, due to development interest, Council approved a concept plan, guided by the 1999 Clayton General Land Use Plan.

West Clayton

West Clayton, adjacent to East Clayton and the ALR, originally rural with acreage lots, now designated for urban development, aims to accommodate 12,000+ residents. Gently sloping highlands offer views of agricultural lowlands with protected watercourses.

Cloverdale Town Centre

Council endorsed a new plan for Cloverdale Town Centre on November 18, 2019. Developed with extensive community input and support from stakeholders, residents, and City staff, the plan aims to create a compact, vibrant, and sustainable town center over the next 30 years.

North Cloverdale

North Cloverdale, located along the eastern ALR escarpment, south of Fraser Highway and north of 64 Avenue, is divided into two plan areas. Through distinct NCP processes, both plans guide development, urban design, parks, amenities, and engineering infrastructure.

East Clayton

East Clayton, the inaugural urban neighborhood in Clayton Heights, lies north of Fraser Highway, bordering the Township of Langley. Initially rural with acreage lots, it's now home to 15,000+ Surrey residents, featuring scenic views, protected watercourses, and gentle sloping highlands.

West Cloverdale

West Cloverdale is the name of the neighbourhoods along the ALR escarpment, west of 168 Street between Highway 10 and 64 Avenue. The area is separated into two plan areas, each of which was planned through separate NCP processes.

Clayton Corridor

Description goes hereThe draft plan area contains two future SkyTrain stations and is centered on Fraser Highway. It runs from the edge of the Agricultural Land Reserve in the West to 192 Street in the East. The plan area boundary will be refined through the planning process.

Fleetwood Land Use Plans

Fleetwood

Surrey City Council approved the Stage 1 Plan for Fleetwood on March 7, 2022. This plan anticipates growth amid community changes and the Fraser Highway SkyTrain extension. Stage 2 Planning is progressing, focusing on a servicing and financial plan and refining land uses.

Fleetwood Enclave

The Fleetwood Enclave, a small residential neighborhood south of Fleetwood Park, features ample parkland and houses a vital habitat corridor linking Surrey Lake and Fleetwood Park.

Guildford Land Use Plans

Abbey Ridge

Abbey Ridge, in East Fraser Heights, lies between Highway 1 and Surrey Bend Regional Park. Initially suburban with acreage lots, it's now designated for urban development following Council's 2017 approval of a land use plan.

South Port Kells

The South Port Kells GLUP sets the vision for Anniedale and Port Kells. It outlines a planning framework to guide servicing, development, and the comprehensive build-out of the community. 

Anniedale - Tynehead

Anniedale Tynehead, a vast neighborhood in east Guildford, lies north of the Agricultural Land Reserve (ALR) and south of Highway 1. Initially rural with acreage lots, it's now designated for urban development, expected to house up to 20,000 Surrey residents.

Guildford Town Centre - 104 Avenue

Conducting a planning study for Guildford Town Centre and adjacent neighborhoods along 104 Avenue to enhance the commercial hub. The project aims to formulate a growth management plan for the broader Guildford area.

Newton Land Use Plans

Scott Road - 72 Avenue

In April 2022, Council endorsed Corporate Report R071, enabling staff to initiate planning for the Scott Road Corridor. The Plan will define land uses, highlight infrastructure improvements, and secure amenities, with identification of areas requiring detailed land use plans.

Newton Cultural Commercial District

The Central Newton Cultural District, centered at 80 Avenue and 128th Street, is a specialized commercial and mixed employment area that formerly held industrial designation. Council-endorsed design guidelines guide its unique commercial character and services for northwest Newton.

East Newton

East Newton encompasses Chimney Hill neighborhoods, located east of 144 Street, north of 64 Avenue and Hyland Creek, and south of Bear Creek. Besides creeks, the area houses schools like Chimney Hill Elementary, T.E Scott, Regent Christian Academy, and Valley View Cemetery.

Newton Town Centre

A new plan for Newton Town Centre was adopted by Council on July 13, 2020. It was developed through extensive community consultation, with support from residents, stakeholders, agencies, and City staff.

East Panorama Ridge

East Panorama Ridge NCP, a business park in South Newton along Highway 10 truck route, includes residential transition areas along its eastern border and features Bob Rutledge Park.

Newton - King George Blvd

On June 28, 2021, Council approved Corporate Report R133, endorsing the Stage 1 Plan encompassing Land Use, Transportation, and Parks and Amenities Concepts. Staff were further directed to progress with the Stage 2 (final) Plan.

South Newton

South Newton, situated in the southeast of the broader Newton community, houses diverse housing types and hosts neighborhood commercial nodes like Panorama Heights at 152 Street and Hwy 10, and Sullivan Heights at 64 Ave and 144 Street.

West Newton

West Newton, located north of Highway 10 and west of King George Boulevard, developed gradually during the 20th century. The central portion, characterized by large suburban lots and forested areas, saw recent changes.

South Surrey Land Use Plans

Campbell Heights

Campbell Heights, in southeast Surrey bordering Langley, is a sizable employment land area designated for business park and industrial uses, offering employment opportunities for a expanding workforce.

Douglas

Douglas, Surrey's southernmost urban neighborhood between the Peace Arch and Pacific border crossing, is primarily residential. It features two small commercial nodes, a neighborhood park, and an elementary school.

Crescent Beach

Crescent Beach, at the Nicomekl River mouth, boasts oceanfront, including Crescent Beach and Blackie Spit Park, with views of Boundary Bay and the North Shore Mountains. Predominantly residential, with some commercial properties along Beecher Street.

Highway 99 Corridor

The Local Area Plan for the Highway 99 Corridor, initiated in 2002 and approved by Council in February 2004, outlines policies for land use, density, transportation, environmental management, servicing, amenities, and financing.

Darts Hill

Darts Hill is the fifth master-planned neighborhood in Grandview Heights. The plan evolved through community engagement, background studies, and detailed engineering servicing review, shaping the development through a comprehensive planning process.

King George Corridor

The King George Corridor, spanning King George Boulevard from 8 Avenue to the Nicomekl River, underwent planning completed in 1995, resulting in a land use and development concept plan.

Morgan Heights

Morgan Heights, the inaugural planned neighborhood in Grandview Heights, was guided by the 2005 GLUP. The Morgan Heights NCP, following the GLUP, incorporates various housing types, three new parks, and centers around Southridge Private School.

Redwood Heights

Redwood Heights, situated at the eastern end of Grandview Heights, is surrounded by the Agricultural Land Reserve to the north and east, 20 Avenue, Redwood Estates, and 176 Street (Highway 15). Covering 201 hectares, it currently includes 92 properties.

North Grandview Heights

North Grandview Heights, the northernmost part of the Grandview Community, predates the Grandview Heights GLUP. Situated between 28 Avenue and 32 Avenue, south of the ALR, it's predominantly residential with spacious suburban single-family lots.

Rosemary Heights

Rosemary Heights plan covers land uses in the broader community south of the Nicomekl River and east of Highway 99. Bordered by Morgan Heights golf course to the east and the Grandview Heights NCP to the south.

Orchard Grove

Orchard Grove NCP, bordered by 164 Street (West), 26 Avenue (North), 168 Street (East), and 24 Avenue (South), includes Sunnyside Heights NCP to the south. In total, it covers approximately 30 hectares (76 acres).

Semiahmoo Town Centre

Semiahmoo Town Centre spans from 16 Avenue (North Bluff Road) in the south to 24 Avenue in the north and from Martin Drive in the west to Earl Marriott Secondary School in the east, covering 136 hectares (336 acres).

South Campbell Heights

The South Campbell Heights LAP designates Mixed Employment and Conservation lands south of the current Campbell Heights Business Park near the Township of Langley border. It covers around 245 hectares (600 acres).

Sunnyside Heights

The Sunnyside Heights NCP spans from 168 St. in the East to 24 Avenue in the North, and borders the Highway 99 Corridor Plan in the West. The southern part is the Fergus Watershed Biodiversity Preserve. The total area is approximately 153 hectares.
